Created by the National and Community Service Trust Act of 1993, the Corporation provides opportunities for Americans to serve their communities through: Senior Corps, AmeriCorps, VISTA, National Civilian Community Corps and Learn and Serve America. The 1993 Act also established the Office of Inspector General, which conducts independent and objective audits and investigations of Corporation programs and operations to prevent and deter waste, fraud and abuse. It also recommends policies to Corporation management to promote economy and efficiency.

Recovery Act Grant Scam

The Office of Inspector General has investigated a fraud scheme that promises a $50,000 Recovery Act grant from the Corporation for National and Community Service and other Federal agencies in return for more than $2,600 in “administration fees.”

The mail offer from “RMD Agency,” which falsely claims to be sponsored by The McGraw Hill Companies, a legitimate business which has no connection to RMD or the fraud, includes a check for $2,950. Recipients are informed they have been approved for a $50,000 grant and are instructed to call RMD Agency (at numbers that have been traced to Canadian cell phone providers) to “activate” the check. They are further instructed to wire $2,650 to RMD for “administration fees,” with the promise that their grant money will be delivered to them within two days.

An OIG investigation has determined that this solicitation is a total fraud. RMD Agency has no affiliation with the Federal Government or Recovery Act grant programs.
